Basically he’s saying, if you want a damn mask mandate, you had better pass a law. No more decrees:

This is definitely a good thing, because what it will do is make politicians have to go on record and actually cast a vote on whether or not they are in favor of mask mandates. It will give voters a clear understanding of where the politicians stand on the matter of mask mandates.
Unfortunately, since this is New York we’re talking about, the voters are probably mostly hysterical Karens and double-maskers.
Still, it is imperative that courts make it clear that there are limits on executive power, and there is still a constitutional legislative process that must be followed–even during a gLoBaL pAnDeMiC!!!!
